Dr. Nazneen Kawshar Chowdhury serves as the Executive Chairman (Secretary) of the National Skills Development Authority (NSDA) under the Prime Minister’s Office. In this high-ranking administrative role, she is the primary architect of the regulatory framework that governs all skill development activities in Bangladesh. Her leadership is focused on the implementation of the National Skills Development Authority Act-2018, ensuring that all government and private training projects align with national economic priorities. Dr. Chowdhury is particularly noted for her efforts in standardizing certification processes to ensure that Bangladeshi workers are competitive in the global labor market. Under her guidance, the NSDA has moved toward a more data-driven approach to skills mapping, identifying emerging sectors like renewable energy and advanced manufacturing for targeted training programs. She plays a vital role in coordinating between various ministries—including Education, Labor, and Expatriates’ Welfare—to create a unified national skills ecosystem. Her tenure is defined by a “zero-tolerance” policy regarding training quality, pushing for rigorous accreditation of training centers and the continuous monitoring of student outcomes to ensure that “skills for employment” is more than just a slogan.
